Owner as party; jurisdiction; expense

54:5-86.3. Owner as party; jurisdiction; expense In any such action, the owner shall be made a party and the court shall have jurisdiction fully to determine and protect the rights and interests of the respective parties and the expense of bringing and maintaining such action may be borne by the municipality.
