52:27D-423. Rules, regulations 18. The commissioner shall adopt rules and regulations in accordance with the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) as may be deemed necessary to effectuate the purposes of this act. The rules and regulations shall include but, not be limited to: a. Procedures for intervention and gaining access by a county protective services provider to a vulnerable adult who is the subject of a report of abuse, neglect or exploitation, including the safeguarding of that person's civil liberties; b. Procedures for the reporting, collection, retention and use of information secured at the county and State levels to effectuate this act; c. Procedures for maintaining confidentiality when required or when deemed necessary; d. Procedures for the review and evaluation of the performance of a county protective services provider; and e. Procedures for the reallocation of State funds by the director or his designee if programs and services do not meet the requirements of this act or rules established by the commissioner.
