52:27D-171 Public policy. 2. It is hereby declared to be public policy of the State of New Jersey to encourage and support as hereinafter provided the promotion, planning, development, implementation, and maintenance of comprehensive recreation services, by municipalities, counties and nonprofit agencies for persons with disabilities.
