52:18A-191.1. Findings, declarations 1. The Legislature finds and declares that: a. the State's space leasing program is a $200 million program and should be conducted in an efficient and economical manner; b. there is no effective control over leasing operations and this has led to an overly expensive program; c. the State lacks a competitive bidding process in its leasing operations and lacks a master plan to assess current and future facility needs; and d. there is a lack of appropriate oversight procedures of State leasing operations.
