Proceedings not to be instituted for violations occurring prior to July 1, 1963

45:14A-21. Proceedings not to be instituted for violations occurring prior to July 1, 1963 No proceeding for violation of any provision of this act, or of rules or regulations of the board, shall be instituted as to any act committed or omission occurring prior to July 1, 1963.
