44:5-1. Health of indigent and recreation of needy children A municipality may: a. Establish laboratories and dispensatories; b. Employ visiting nurses, supply medicines and medical services to the indigent sick; and c. Provide fresh air camps, excursions and other means of recreation for the needy children of the municipality.
