Declaration of policy.

30:6C-1. Declaration of policy. 1. It is declared to be the public policy of this State that the human suffering and social and economic loss caused by substance use disorder are matters of grave concern to the people of the State and it is imperative that a comprehensive program be established and implemented through the facilities of the State, the several counties, the Federal Government and local and private agencies to prevent substance use disorder and to provide diagnosis, treatment, care and rehabilitation for persons who have substance use disorder to the end that these unfortunate individuals may be restored to good health and again become useful citizens in the community.
