Routes to be direct; use of existing highways; new right of ways

27:7-3. Routes to be direct; use of existing highways; new right of ways All routes shall be as short and direct as practicable between the points specified, due regard being had for the other requirements of this title. Existing highways may be used whenever convenient but the commissioner may lay out, open and improve new roads over acquired right of ways.
