27:1B-25.4 Use of reclaimed asphalt pavement, certain; prohibited. 3. Reclaimed asphalt pavement shall not be used for open-graded and modified open-graded friction courses, or any other special purpose or premium asphalt mix required in specific projects to increase pavement skid resistance.
