Payment of penalty deemed equivalent to conviction

26:7-20. Payment of penalty deemed equivalent to conviction Payment of a penalty for any alleged violation of this act or any rule or regulation of the State Department made pursuant thereto, either before or after the institution of proceedings for the collection thereof, shall be deemed equivalent to a conviction of the violation for which such penalty was claimed.
