Qualification of members in cities of first class

26:3-4. Qualification of members in cities of first class In a city of the first class, only citizens of the city shall be eligible to appointment on the local board; not more than one-half of the members shall belong to the same political party; and at least one-half of the members shall be practicing physicians.
