Commitment for nonpayment of penalties

23:10-14. Commitment for nonpayment of penalties If any person shall fail to pay the penalty or penalties so imposed, together with the costs of proceedings, the court shall commit him to the common jail of the county where such conviction is had, for a period not exceeding ninety days, or until the penalty and costs are paid.
