13:17-75. Comparable services; withholding of payments to noncomplying municipalities (a) Services provided in the district shall be comparable to those provided elsewhere in each constituent municipality. (b) If, after public hearing, the commission shall determine that a constituent municipality or its school district is not complying with this section, it shall have the authority to withhold all payments made pursuant to this article until such time as the commission is satisfied that the municipality and its school district are performing such services in accordance with this section.
