Assessments to be proportionate to increase in benefit or value

13:17-46. Assessments to be proportionate to increase in benefit or value All assessments levied under this article for any improvement shall in each case be as nearly as may be in proportion to and not in excess of the benefit, advantage or increase in value which respective lots and parcels of land shall be deemed to receive by reason of such improvement.
